A. As long as the band holds the copyright to the music and they're giving you permission to download their music for free from that link then it's fine.

A. Yea. You have to have a webcam though. On your profile they're should be a link that says "Upload Video" and you click on that. There should be a link that says "Upload A Video Using A Webcam."
